Registration and Titling Bulletin #005-15 provides information on the mandatory 24 months of registration for vehicles receiving a two-year inspection.
DETAILS
Adopted amendments to Administrative Code, Rule 217.27, are effective June 22, 2015. Under the amended rule, passenger cars and lights trucks sold on a Manufacturer’s Certificate of Origin (MCO) by a Texas dealer are required to be registered for 24 consecutive months to coincide with the vehicles mandatory two-year inspection.
All applicable fees, including 24 months of registration and two years of the state’s portion of inspection, must be paid regardless of the number of months remaining on the inspection at the time of registration.
This change in rule will assist in syncing vehicle registration and inspection expiration dates for new passenger cars and light trucks, not including farm vehicles, under the “Two Steps, One Sticker” program. This will apply to all vehicles with a transaction date on or after June 22, 2015.
IMPACT
In order to allow dealers time to adjust to this new requirement, Counties should not reject transactions that do not have two years of registration paid until September 1, 2015. During this period, Dealers that have not complied with this requirement will be informed that it will be required for transactions on or after September 1, 2015.

The Registration and Title System (RTS), Dealer Title Application (DTA), and webDEALER will be programmed at a future date to automatically recognize when 24 months of registration is required. Until programming can be accomplished in RTS, you will have to manually change the registration expiration year in point-of-sale on the REG029 screen to reflect 24 months. DTA and webDEALER provide the dealer the option to select 24 months. Verification must be made when reviewing these transactions to ensure 24 months of registration is issued.
